STRATEGIC ALLIED CONSULTING
STATEMENT, OCTOBER 1, 2012
Strategic Allied Consulting has never tolerated even minimal violations of election law when registering voters. Because of this commitment to zero tolerance, Strategic Allied Consulting has trained every one of our more than 4,000 contractors in proper voter registration procedures before they hit the street. We also have in place a background check system and stringent quality controls meant to prevent individuals from skirting the system. If a problem is uncovered, Strategic Allied Consulting has a long record of self-reporting potentially problematic or suspicious voter registration cards to the appropriate elections officials. Rest assured, contractors who cannot follow our rules – or the law – are fired immediately.
Recently, there have been media reports of problems with voter registration cards in the State of Florida. Strategic Allied Consulting continues to cooperate fully with county elections officials in that state – even to the point of calling to the attention of the Palm Beach County Supervisor of Elections 86 registration cards gathered by one vendor whose work had been deemed suspicious. We will continue to do everything within our power to uncover any unethical or illegal activity in Florida.
Since 2004, Strategic Allied Consulting and its affiliates have registered more than 500,000 voters in 40-plus states. These massive operations have involved thousands of contractors working across a geography literally the size of the United States. Inevitably, there have been accusations of “bad registrations,” isolated instances that have been thoroughly investigated not only internally but by the appropriate legal authorities.
In every instance, our company and its affiliates have been cleared of any wrongdoing.
We’re proud of our record of registering Republicans, Democrats and independent voters to have a voice in the election process nationwide. We’re equally proud of our commitment to the rule of law and to doing business in an ethical manner. We will continue to do this work – and we will continue to address any suspicions of problematic voter registrations quickly and without fail.
Thank you.
Previously, during this campaign we issued the following email to our supervisors:
"Supervisors,
The bright white lights of a presidential campaign are on. This was filmed in NV. You can see that our worker did her job pefectly. Good job, but what if she hadn't? We have to constantly remind our supervisors of our culture of excellence and integrity. Excellence because we are thorough, precise and pay attention to detail. Integrity because we honor the sanctity of the voter registration process. When a new voter entrusts us with there voter registration card, there are a few things that deserve more care and attention. Men and women gave their lives so we could have the privilege to vote. When we drill into our supervisors heads that regardless of who the new voter supports for President we will honor their card with the respect it deserves, we teach them how to teach their workers.

Excellence and integrity in all we do. Let's have a great day."
STRATEGIC ALLIED CONSULTING’S QUALITY CONTROL PROGRAM
Strategic Allied Consulting has been providing voter registration services in several states as part of this election cycle. As part of its services, Strategic provides a rigorous training foundation for new hires and a coordinated quality control program for its work product. First and foremost, Strategic’s quality control program is focused on preventing voter registration fraud. In addition, in those isolated instances where fraud is alleged, Strategic’s quality control processes are designed to cooperate and quickly respond to State election official or law enforcement agencies inquiries.
Strategic’s Quality Control Focus
Before an individual is hired, the following process is followed.
-
Individual passes a criminal background check.
-
Individual attends a training/orientation where the job is explained and the voter registration laws are explained. As part of that training/orientation, a video is shown with specific details about the voter registration laws of that state (Click for Video).
-
There are a few important elements to the video. First, the video instructs the individual to register anyone who wants to vote. While our goal is to register conservative/Republican voters, our company registers anyone who seeks to be registered. Approximately 10% of the total registrants for the program are Democrats. And, many of those Democrats stated they supported President Obama’s re-election.
-
After an individual completes the training and watches the video, that person signs a document stating they watched the video and understand the elections laws of the state in which they are working (Click For Acknowledgment Document).
As part of Strategic’s companywide commitment to quality control, each voter registration card’s serial number is entered into a voter registration log. The log enables Strategic to provide accurate information regarding the individual who collected specific cards. Another essential part of the quality control program involves reaching out to a significant number of voters who have registered via the registration drives and confirming the accuracy of the information that was collected and submitted to the appropriate counties. This verification stage is Strategic’s first step in ensuring that the individuals are complying with the training that they received. In the event that Strategic detects or suspects voter registration fraud, Strategic self-reports to the local election authorities. In those isolated instances where the local election authority contacts Strategic directly about suspicions, Strategic is able to quickly provide accurate information by accessing the voter registration logs.
As an example of how Strategic’s quality control process works, we recently were notified by the Supervisor of Elections in Palm Beach County, Florida that there were a few questionable voter registration cards. Upon research of our voter registration logs, we discovered that all of the suspect cards were collected by one individual. We were able to quickly gather copies of all voter registration cards that were collected by the one identified individual and turn them into the Palm Beach County Supervisor of Elections, Ms. Bucher. Ms. Bucher indicated in a meeting with Strategic’s Deputy State Director that it would not have been possible for Strategic to have uncovered the alleged fraud because Strategic does not have access to the State’s voter information as does Ms. Bucher’s office (Click for Affidavit). In addition to working directly with the State officials, Strategic took swift action and terminated the identified individual the same day that the alleged fraud was brought to Strategic’s attention by Ms. Bucher’s office (Click for Termination Letter). If the integrity of the voter registration process is to be respected, all participants must actively practice a zero tolerance policy regarding individual allegations of voter fraud.
Strategic Allied Consulting has a corporate culture of compliance focused on protecting the integrity of the voter registration process. Strategic is committed to working with state officials and law enforcement agencies to identify and prosecute those individuals responsible for voter registration fraud.
Strategic and its affiliated companies have been involved in voter registration drives for eight years. To respond to inquiries surrounding events that took place in 2004, four independent investigations were conducted and in the end Sproul and Associates was cleared of any wrongdoing. Investigations by the Arizona Attorney General's Office and the Department of Justice took place and after a period of time, the investigations and the files were closed (Click For Case Closing Form).
